There are two ways you can mount your lights to project the most light in any
given area.  
Vertically and Horizontally.

When looking at a bulb see the filament runs horizontal in the bulb, from side to
side.  Therefore, when you light the bulb, the majority of the light is cast
outward from front to back of the filament.  So, when you hang or mount the
light
Vertically in the water, the bulb filament will be facing forward and
backward and the majority of light will be directed horizontally and less light
vertically. (see pictures below)  

The opposite is true if you mount the light  
Horizontally in the water.  Mounted
in this manor the bulb filament is now facing upward and downward so the
majority of light will now be directed vertically and less light horizontally.
